Proposed Statement of Demand and Proposed Electoral Reform Act of 2012

Since 2000, when I Greg Palast broke the story of the 50,000 disenfranchised people of color and democratic persuasion, three months in advance of the election, and Al Gore took the offer to accept the theft as being "within the bounds of reasonable dishonesty," I have been creating an Electoral Reform Act outline.  I took everything I could find from Ralph Nader, the undisputed foundation for any such work, and then worked with Jim Turner and others to create a ten point Act.  Once I noticed the work of Christina Tobin I folded in Open Ballot access.  When I spoke on Russia Today TV Alexa O'Brien got in touch, and I added an eleventh Constitutional Amendment objective, which is what comes after we first clean up our corrupt Congress. 

When the video went viral, other great content came my way -- a free book online about Eva Waskell, the Joan of Arc of election integrity, then Eva herself, offering up the International Election Integrity Principles, eleven of them, that I immediately made into a new 01 for the Act, collapsing two other items into one. 

I harvested comments from Reddit and YouTube, got emails, and over the past two weeks, believe that an enormous amount of collective intelligence has been applied to this endeavor.  Most recently the Hand-Counted Paper Ballots (HCPB) and the 18 year old movements popped up and are in the Act.

Still to be refined is the matter of voting.  I dropped Instant-Voting in favor of Condorcet/Instant Round-Robin Voting (IRRV) but now am told that is incompatible with HCPB.  I have no axe to grind here, I just want to get it right. 

SO MY FIRST QUESTION FOR OCCUPY CAFE IS THIS:  What should 03 Voting read?  Give me some guidance, please.  Then look over the rest of it, the Statement of Demand, and give me guidance there as well.  I'd like to have both documents moderately stable by 15 November.

MY SECOND QUESTION IS THIS:  Can anyone in this group help in any way to achieve the immediate objective of identifying one person by email for every congressional district and ideally every occupy?  My objective is to facilitate a nation-wide reflection on the Statement and the Act over Thanksgiving, and to then incentivize the simultaneous presentation of the DRAFT Statement and the DRAFT Act to every Senator, Representative, and Governor, inviting them to embrace the Act and publicly come out as a sponsor or co-sponsor of the Act.  That will draw the battlelines.

I am quite certain we can do this, but only if a combination of Independents, moderate Republicans, moderate Democrats, and the members of the 63 parties shut out of the US inverted democracy join with Occupy to make this the singular demand of the public.  As I conclude my video, it is my view there is nothing wrong with America the Beautiful that cannot be fixed by restoring the integrity of our electoral process.

Every Member of Congress should be confronted with a choice:  embrace the Act, sponsor the Act, and vote for the Act, or be recalled, impeached, or hounded out of office by the 4th of July.  My proposed deadline for a simultaneous reading of the demand across the country is 5 January when Congress returns to session.  My proposed deadline for Congressional passage of the Act is 15 February.  My alternative deadline, with several months of General Strike as well as direct legal non-violent action against those Members who cannot reconnect with integrity, is 4 July 2012.

We can do this - but only if We want to do this.  That is the rub.
