I am not a lawyer, but have experience with anti-doping regs and steroid abuse: cops are brutalizing because they are as CRAZED as NFL linemen of years past... and the abuse they produce is outstandingly illegal, especially if they are 'caught': cities in NJ have paid out hundreds of thousands of dollars for steroid-abuse-police-brutality cases!
